The only thing to be negatively impacted in this situation, is the misbehav= ing application. I don't really care how that is dealt with, but when I unplug a USB device from a port, I would expect that port to be available for other devices; this has been my experience with other operating systems. I understand proper communication between an application and kernel is vita= l, but the kernel is the one in power here and I trust it, more so than an application, to manage certain resources. I would say that a misbehaving application being able to keep a USB port from being used is a problem of resource management on the kernel's part.
