I'm sorry; I completely forgot about Python stuff in my home directory. 

Resolved (not a bug). Two commands, the second of which is adapted from
<https://stackoverflow.com/a/3452888/38108>: 

/usr/local/bin/python -m pip install --upgrade pip

pip list --outdated --format=freeze | grep -v '^\-e' | cut -d = -f 1 | xargs
-n1 pip3 install -U
