The current port in the repo is 1.26.1,1. o it is back at version 1.26.1
(matching the rest of mate) and with the PORTEPOCH set to '1'. I believe
everything will be fine once the changes are fully propagated. I just did  pull
and downloaded the correct version of both mate-themes and mate-panel.

I believe the closed state is correct and the issue is resolved.
