I've never used pip on FreeBSD; I just use ports.  I have devel/py-wheel 0.46.3
installed,
and that appears to be the most recent version from pypi.org.

(Hmm, whaddya know, a pip command exists on my system, but I don't think that
will help
since I already have the most recent wheel installed.)
