As such, it puts the information in the kernel via those sysctls so both know. Note that someone might want to have mountd register with rpcbind even though it is an NFSv4 only server. (Probably for a "broken" NFS client that won't do an NFSv4 mount unless it can find "Mount" via rpcbind.)
