Rightly or wrongly (it's been like this for decades)
mountd performs two distinct tasks:
1 - It processes the exports(5) files and sets up exports
  in the kernel.
2 - It handles NFSv3 (and NFSv2, if anyone cares) Mount protocol
  requests. (Mount is a sideband protocol for NFSv2 and NFSv3.)

The second requires rpcbind and is not needed for an NFSv4
configuration.
As such, mountd needs to know if the server is an NFSv4 only
one so it disables doing #2.
