All I can say is putting the two V4: lines in an up-to-date
FreeBSD system (what will become 15.0) does not generate
any error.

If you replace the one V4: line with the two lines (no other
changes from what you posted for /etc/exports) and then
post the error message that shows up in /var/log/messages,
it might help.
