It is apparently the responsibility of each VFS implementation to update ctime
in response to a utimes() call.  In devfs_setattr there is a call to
vfs_timestamp.  In ufs_setattr there is an invocation of UFS_INODE_SET_FLAG.  I
don't see anything in fuse_vnop_setattr() that would update ctime when a
program calls utimes().  Is there a spec saying whether it is or is not the
responsibility of the fusefs server program to do it?
