further investigation suggests this is related to devfs mounts as well, i.e. it
may not be directly zfs, or zfs at all.

I can trigger it by mounting ~ 90+ devfs on cloned zfs filesystems, and then
trying just one more clone & *boom*.

Almost ready to have a simplified test case.
