Move File on Disk

Is there a tool for relocating a file on disk? Say I have:
b - 
a -

But want them on disk as:
a -
b -

I'm using a program that requires the two files be in specific order on the USB drive.
Is there some combination of using inode numbers and dd, perhaps?
