fix for lang/julia

Looks like julia is incompatible with the latest version of
suitesparse-cholmod,
suitesparse is an optional dependency so i am removing it for now and will add
it back when a version of julia that is compatible with it is released.

passes testport for 12.3 and 13.1 and is usable.

also merge to quarterly.
