[patch] update linux-rl9-libxml2 with upstream libxml2-2.9.13-14.el9_8.4
(addressing CVEs in vuxml entry)

Attached is an update for textproc/linux-rl9-libxml2 which addresses the CVEs
mentioned in vuxml abbc8912-5efa-11f0-ae84-99047d0a6bcc.

And update to security/vuxml will be provided separately.
