I am closing this because the reporter self-resolved that this is a fundamental
QEMU user-mode limitation -- setuid binaries do not work under QEMU user-mode
emulation. Both the reporter and respondent agreed that setting setuid on the
qemu binary is not a proper solution. There is no fix possible at the port
level.
