I am closing this because the setrlimit EPERM errors are a known limitation of
QEMU user-mode emulation, not a port-specific bug. Resource limit operations in
emulated environments are an upstream QEMU concern. No response in 5 years, and
QEMU has been updated many times since. If this is still an issue, it should be
reported upstream to QEMU.
