patch adds LICENSE to linux-c7-lz4

This patch adds the missing LICENSE(s) to archivers/linux-c7-lz4.
While here, pet port(lint,fmt,clippy).

That's it.


On a side note:
This port should probably be depreciated/upgraded by someone
who uses it --
CentOS Linux 7 reached end of life (EOL) on June 30, 2024.
