Elasticsearch 8.19.20

All tests (except 2, see below) have passed:

The only 2 tests that have failed (now temporarily disabled) are:
- testSetMaximumNumberOfThreads: /proc/self/rlimit is not reliable.
- testTimeoutPerConnection: a very flaky test.

The test suite is now included with this Port. Note that it can't be run as
root and requires an additional step or two to get it running (see the GH
workflow file, or feel free to ask).

I'll release 8.19.21 after reviewing & testing.
