Section 17.4.2. "Obtaining the Jail Userland" of the Handbook has
incomplete instructions for installing the PKGBase userland. At
the moment, users following the handbook instructions are getting
an error message because PKG can't resolve the repository keys.

The attached diff adds the missing step of copying the necessary
pkg keys from the host first.
