Where the website presents a hamburger – on mobile, or with a relatively narrow
window on desktop: 

1. tap or click the burger

2. expand all menu options

3. scroll or swipe down

Expected: 

4. scrolling

Actual result: 

4. the scroller moves within the scroll bar, however scrolling either

   a) does not occur; 

   b) is disproportionate.
