The Handbook second on jails
(https://docs.freebsd.org/en/books/handbook/jails/) mentions that to enable
automatic start-up of jails, the user should run
sysrc jail_enable="YES"
sysrc jail_parallel_start="YES"
(Or put the equivalent variables in /etc/rc.conf)
The Handbook omits that for jails to be started the jail_list variable also
needs to be set. Which could be an empty string (in FreeBSD 14.x), but which
needs to explicitly list all jail names when running FreeBSD 13.x. There should
be a comment added to the Handbook to indicate the jail_list variable needs to
be set to automate starting jails.
