I took these suggestions when making review to add `-j` to ngctl(8).
Additionally the usage string didn't match the man page synopsis and they
should be kept in sync.
Changes are in review D50241 which fixes other man page inconsistencies with
usage string like `-f nodeinfo` changed to `-f filename` later to match the
synopsis at the top.
Mentioning this as it isn't clear if this review will be merged but I've
already tracked down the man page macros for `[command [argument ...]]`.
