I created review D51140 to clarify site-specific parameters.

You would need to recompile crontab(1) for it to behave differently than the
default behavior.

"If neither of these files exists, only the super-user will be allowed to use
this command."

The deny and allow files are listed in the FILES section of crontab(1).
