[Bug 284961] $name in jail.conf is empty if it's a number

If this is a "exactly how I intended it to work" situation, then I'd say that
this is indeed a documentation bug and we should address it in the manual page
of jail(8) (or jail.conf(5)).

What happened is that many people who are trying the Jail subsystem on FreeBSD
are coming from Proxmox, where the default names are numbers (starts with 100).
And if people are trying to create a jail with the same "mental model" of
Proxmox, they end up naming the jail with numbers.

Alexander, maybe we should update the docs during the next Greybeards AMA and
send a patch? Let me know what you think.

Niclas, thank you for bringing this into attention and for documenting the
details during the Jails call.

Jamie, many thanks for your comments. We were not sure if this is a "bug" or a
feature. Happy to know that it's a feature with some aspects of a legacy bug
:-)
