The Porters Handbook is, as the name says, for porters, so stuff one write in
the ports themself. Stuff about using the ports tree should be in the normal
handbook, but that only describes make config in section 4.5.2.1. and doesn't
have anything about {OPTIONS,<option name>}_{,UN}SET or about features which
use WITH{,OUT}_*
