Probably split that into two paragraphs. 

Then, make it understandable that for 13.0-RELEASE, 
binary upgrades to 13.1-RELEASE are: 

* not limited to i386 and amd64
* supported for  i386, amd64 and arm64 (64-bit ARMv8).
