Side note: at <https://download.freebsd.org/ftp/releases/ISO-IMAGES/13.1/> the
largest of the -dvd1.iso files is: 

    4621281280

Downloaded: 4.3 GiB

If I'm not mistaken, this will fit a standard DVD-R:
