Unless and until there's a group to appeal to that's distinct from the one
handling the initial complaint, the "you can appeal to..." language in the
reporting instructions is at best misleading and should still be removed, and
only restored when there's a way to appeal meaningfully, with contact
information for whoever will handle appeals then.
