doc patch for the committers guide

I've written a router/transport/authenticator for Exim to use smtp.freebsd.org
to send mail as my FreeBSD.org email.

People said it would be a good idea to submit it.

PLEASE go over the markup/content with a fine tooth comb, this is my first adoc
code.
