"On a normally configured system this file should not be necessary. The only
name server to be queried will be on the local machine, [...]" needs "or
automatically configured using DHCP or a similar mechanism" to cover client
computers.
I'm opening this for language discussion and scope; I will submit something on
Phabricator when there's consensus on those points or I get tired of waiting.
(Should this get MFC'd? I can't ask that using flags.)
