Bug 261024 for regdomain.xml referring to a nonexistent file.

According to
<https://github.com/freebsd/freebsd-src/blob/2ad93dade70a9c98174fc87d0cd24fd54bd0d120/lib/lib80211/regdomain.xml#L1495-L1497>
the code for AT is _not_ ETSI.
Instead, lowercase and with a '2':
etsi2
