The upstream link you posted also does not display #include <X11/Xlib.h> in the
synopsis (which is, I presume, what are you complaining about) and likewise
only mentions it in the description.  Why are you filing the bug against
FreeBSD and not X.Org?

This has nothing to do with pre-rendered man pages.  Did you actually try
typing "man XOpenDisplay" in your terminal?
