I kept HTMLDOCS instead of DOCS option to avoid big changes. Personally I
prefer DOCS.

To have DOCS and HTMLDOCS is redundant, because there are API_CHANGES.html and
news.html when HTMLDOCS is enabled.

pygobject3 is required for Python module (see dbus/gi_service.py file [1]).

For tests I think bash is required, I need to check, but all tests passed
successfully.
