Thanks for a suggestion! Actually, testing that confirms my earlier finding -
.fonts.conf is ignored here in all cases here after update of fontconfig. 

Currently the only setting which enables/disables bitmap fonts is portwise
setting, excluding scalable/outline fonts just in .fonts.conf (which should
take the same effect as disabling bitmap fonts in port setting) or enabling
Terminus in .fonts.conf has no effect.
