glib/gobject-introspection takes that approach because critical files needed by
consumers are gated on satisfying the circular dependency at build time. I'm
not sure if docs can be considered in the same vein. For this reason I'm also
open to not shipping them, as they are the generated HTML developer
documentation also available on gitlab pages.
