This was my problem.  I had mistakenly removed almost all of the files and
directories in /usr/share/locale during a recent O/S upgrade.  Once I put those
files and directories back in place, I was able to build graphics/librsvg2-rust
without error.  Thank you all for your help with this.  Have a great day!
