Since gdk-pixbuf2-2.42.12.  Reverting to pixbuf2-2.42.10_3 fixes the issue.

Running xfce-panel from the shell shows the output:
Gtk-WARNING Could not load a pixbuf from icon theme
This may indicate that pixbuf loaders or the mime database could not be found.
