For nvidia on laptops specifically, if it's an Optimus setup, the 
arbiter is irrelevant. A "proper" Optimus setup has the nvidia card 
completely headless, where some other mechanism copies the rendered 
output to the internal/integrated GPU framebuffer which has physical 
outputs.
