Yes, it is always great when tests are completely isolated from the environment, but it is up to the upstream project in the first place. We have the "offline build only" polic= y, it is naturally enforced by poudriere that is used on the package building cluster. We do not have requirements for running tests as part of the build, nor for all tests to pass. Requiring tests to work offline implies a WITH_TESTING workflow, which is pretty edge now. I don't see why we should = give up on a test if it works fine with plain "make test" inside the poudriere shell.
