git -C /usr/ports diff graphics/opencv

noticed libopencv_imgcodecs.so linking against libavif.so when present. found
the CMake knob and added a port OPTION

default is also made yes by this patch but dont forget to bump PORTREVISION (i
did not) if you concur with that (no opinion here)
