Patch to allow slave ports to build when GPG is unset

Please try attached patch.

This regression was introduced with the creation of GPG being optional. The
OPT_CMAKE_BOOL helpers do not function properly for slave ports when the option
is unset. Therefore, default values need to be specified for slave ports.
