Patch for libical

* Replace PORTVERSION with DISTVERSION for consistency
* Rearrange Makefile to improve readability and consistency with the rest of
the tree
* Enable unit tests
* Remove unncessary CFLAGS and patch

Compile and runtime tested on FreeBSD 14.1-RELEASE (amd64) (make, make
check-plist, make test)

Poudriere testport OK 13.4-RELEASE (amd64)
Poudriere testport OK 14.2-RELEASE (amd64)

Tested with following consumers in 13.4-RELEASE (amd64) using Poudriere:
