Patch for cairo

Most ports handles this upgrade fine however some that relies on GL and GLES
drawing will break as support is removed by upstream

This change impacts following ports:
devel/doxygen
www/webkit2-gtk3
www/webkit2-gtk4

Users of these ports will need to be at least build tested afterwards.

It would be nice to have full (slow) unit testing working but unfortunately it
hangs about 2 minutes in, you need to have tests building (meson option)
enabled to test.
