Updated patch file

* Add comment why LDFLAGS is set.
* Bump PORTREVISION of textproc/py-libxml2.

I overlooked PORTREVESION is set in textproc/py-libxml2/Makefile. So bump it.
Commit message is updated so textproc/py-libxml2 is also affected.
