Yep, I managed to reproduce this with startx & ck-launch-session.

Just like Christina noted, there is something special about ttyv0 and the bug
doesn't manifest when this ttyv is used.

To reproduce, after a clean boot, I logged in on ttyv2, ran startx and launched
KDE Plasma. ck-list-sessions reported

active = TRUE

Then I switched to ttyv3, then back to ttyv9 into the X and now
ck-list-sessions reports

active = FALSE

It is hard to catch this bug because usually ttyv0 is used to log in to run
startx, and the bug doesn't manifest itself when ttyv0 is open.
