That’s correct, yes. It’s being worked on and is hoped it will be back in a few days.

It kind of depends what for. For ports bugzilla is probably the best place (disclaimer: I am not a ports committer and might be wildly off).

For src patches I’d probably go with GitHub. Or just mailing patches to the appropriate lists.
