The newer amd processors use amd_pstate driver. you cannot control cpu 
freq with sysctl (or anything else). the cpu itself controls the freq 
based on usage, internal temperature, etc.

BTW, you can see the cpu freq with pmcstate:

# pmcstat -s unhalted-core-cycles -w
