libc: Implement qualifier-preserving standard library functions

breaks the ability to bootstrap gcc on FreeBSD. Bootstrap
dies due to libiberty not seeing that FreeBSD has memrchr.

It appears that the /usr/ports/lang/gcc16 maintainer is aware of
the issue and works around the problem with a patch to
gcc/include/libiberty.h.

I've reported the issue the GCC project, and it has been suggested
that autoconf should handle this case. At moment, I have no clue
how to update gcc so it actually bootstraps.
