/usr/local/etc/pkg/repos/FreeBSD.conf is meant to be read only

Two files are reportedly meant to be read-only when edition begins in (for example) nano: /usr/local/etc/pkg/repos/FreeBSD.conf /usr/local/etc/pkg/repos/FreeBSD-base.conf I understand that FreeBSD-base.conf may be deprecated in due course, but for /usr/local/etc/pkg/repos/FreeBSD.conf - is it strange to discourage writing whilst comments in /etc/pkg/FreeBSD.conf encourage writing? A contradiction.
