Certainly -- as a circumvention for the change in behavior.  (But note
that when this is being done, not all file systems may yet be mounted.)

It was in the process of implementing such a circumvention that I
realized that I had a simple way to reproduce evidence of the problem.
(Reminder: piping the commands to "/sbin/ipfw /dev/stdin" still
works in stable/14, and has worked at least since 2008 -- (almost)
certainly rather longer.)
