Using pkgbasify to repair a broken installation of FreeBSD 14.3-RELEASE

The method there may be adapted for 16.0-CURRENT.

If a non-bootable kernel is from base_latest, then I would hope to find 
a usable base (with a bootable kernel) in base_weekly.
