freeradius looks like a TLS issue with openssl 3

gnu Radius was biuld by me and not a port.

Trying to recode is a challenge.

What is happening is that 

the so file is not being recognised so
I have to symlink in order to get GNU radius 1.6.X to work .

It will work with /lib/libncursesw.so.9 if the so file is found in 
/usr/lib .
